Do you have any info on the most recent legislation regarding production,sale,and ownership of non-metallic knives?

Hey Ade,
Nothing really changes just because an item is made of a specific substance. The article, intent and usage are what constitutes the elements of any offence in real terms.
The 2004 ammendment DOES mention specifically articles which are designed to fool a metal detector but I feel that as with most legislation which designates specific items as offensive weapons the distinction is largely meaningless.
Keeping these items in your own home is not a problem. You just can't have them out in public.
Production, selling and housing knives is legally the same position whether the item is metallic or ceramic. No difference.
hope that helps mate. Any secret squirrel types who think they are being "tactical" when buying ceramic knives are really barking up the wrong tree.

My thinking of these knives, are not about legal issues, but more about the product.
